Lo sviluppo industriale sostenibile passa anche attraverso interventi che identificano una seconda vita ai molti prodotti di mass market che raggiungono i Paesi in via di Sviluppo: come possono gli imprenditori far quadrare il bisogno di garantire alti volumi di vendita con la necessità di innovare in maniera ambientalmente responsabile i molti prodotti di largo consumo?
La logica vincente è quella del cambiamento radicale del modello di economia da lineare a circolare, seppure l’obiettivo appaia molto sfidante, anche nei Paesi in Via di Sviluppo. La transizione, poi, va affrontata anche a livello culturale, cambiando i modelli di riferimento e valorizzando le potenzialità esistenti a livello locale. Le principali aree su cui puntare a mio avviso sono tre:
– INNOVAZIONE > con la progettazione dei prodotti eco-compatibili, pensando ad oggetti smontabili e riparabili, creando catene di fornitura locali autonome per la riduzione dei rifiuti, il riuso dei materiali o l’integrazione di tecnologie che rendano più efficienti i sistemi, soprattutto quelli molto energivori e inquinanti.
– MODELLI CIRCOLARI > un po’ come accade già per molti settori, anche la manifattura industriale può essere maggiormente responsabilizzata sulla filiera, agendo sui pattern di consumo. Oggi il retail vende anche i servizi, non solo la proprietà, disegnando interessanti schemi di noleggio e leasing che agevolano dinamiche circolari.
– EDUCAZIONE E SENSIBILIZZAZIONE > serve puntare anche sulla comunicazione valoriale per far capire che c’è un reale win-win nel pensare in modo circolare, focalizzando l’attenzione anche sul valore intrinseco del prodotto di seconda mano o rigenerato, definendo al tempo stesso norme, standard comuni e linee guida volti a promuovere la sostenibilità di largo consumo.
Per combattere la fame nel mondo come potrebbero agire le istituzioni pubbliche al fianco di quelle private? In altre parole, che tipo di partnership sarebbe davvero efficace?
Anzitutto non bisogna prescindere dal mutuo vantaggio. La forza di questo tandem pubblico-privato lo si apprezza soprattutto sugli aspetti finanziari, tecnologici e nella valorizzazione dell’innovazione. Ciò vale molto nelle economie emergenti, particolarmente sul tema della sicurezza alimentare, le cui sfide sono così ampie che facilitano la presenza di attori di diversa natura. I partenariati migliori sono quelli che funzionano sull’innovazione di prodotto e di processo, assistendo le filiere locali, come nel caso del miglioramento della catena del freddo o dello stoccaggio del cibo. Ora come ora, nonostante l’alto numero di persone che soffrono la fame, le tecnologie per sfamare tutti gli abitanti del pianeta esistono e vanno implementate, non dimenticando l’importante apporto della rivoluzione digitale applicata al settore agricolo. Serve superare il “business as usual” unendo conoscenze locali e tecnologia.
Le catene di fornitura sono al centro dell’analisi e dei progressi ESG: come si può chiedere agli imprenditori un livello di conoscenza approfondito dei comportamenti di tutti i propri fornitori, specialmente lungo catene di fornitura e/o filiere globali?
Più si sale con la qualità (e la sostenibilità) del prodotto più è nell’interesse dell’azienda produttrice essere consapevole su una parte sempre più estesa della filiera. L’innovazione aiuta anche in questo. UNIDO su questo lavora molto, non a caso il nostro payoff è “Progress by Innovation”. Tecnologie come la blockchain possono per esempio accompagnare importanti riforme come accaduto nel caso del Ruanda attraverso la sperimentazione sui titoli di proprietà per combattere il land grabbing, oppure facilitando l’accesso di piccoli produttori al mercato e la decentralizzazione degli scambi. L’innovazione applicata alla tracciabilità darà un forte apporto alla sostenibilità se accompagnata da politiche orientate alla maggiore trasparenza e responsabilità sulle diverse filiere.
Quali sono i driver che, nell’esperienza decennale di UNIDO, funzionano meglio per ricostruire la capacità industriale di un paese all’indomani di un conflitto armato?
Rispondo facendo l’esempio del lavoro di UNIDO in IRAQ, dove nell’ambito del progetto Investment Promotion for Iraq finanziato dall’Italia ci siamo concentrati su tre aspetti.
– AMBIENTE NORMATIVO E LEGALE > dando supporto per la redazione di apposite leggi, come in occasione dell’intervento sulle zone industriali.
– COMPETENZE IMPRENDITORIALI > dopo periodi complicati il commercio riparte prima dell’industria, la quale ha bisogno di tempo, tecnologie, infrastrutture e saperi. Per questo abbiamo creato in Iraq appositi Entrepreneurship Development Centres a Bassora, Nassirya e Erbil – nel Kurdistan iracheno, oltre ad attività tuttora in corso di accompagnamento di un Business Centre a Baghdad all’interno della Iraqi Federation of Industries, dove si lavora su vocational training e sul networking, per creare occasioni di investimento e formazione.
INNOVAZIONE E TRASFERIMENTO TECNOLOGICO > sono altre due componenti fondamentali per preparare il terreno allo scambio di best practice volte ad abilitare l’industria locale a vedere migliorato il suo ruolo a livello regionale. Per esempio, in passato l’Iraq era un esportatore netto di beni alimentari, ora importata molti beni. Le sfide però vanno aldilà del singolo settore, come accade per esempio in relazione all’assenza di una solida industria nazionale dedicata al packaging, uno dei colli di bottiglia – tra gli altri – per cui non si riesce a riattivare il settore agroalimentare per l’esportazione.
Se dovesse citare 3 sfide globali su cui focalizzare gli sforzi della comunità internazionale, quali sarebbero e perché?
Tutte le sfide globali sono collegate tra loro, per cui occorre un approccio sempre più olistico. Il primo aspetto però sarebbe sicuramente l’intervento relativo all’adattamento e alla mitigazione del cambiamento climatico dal momento che questo è causa ed effetto di molte altre sfide contemporanee. Aggiungerei poi l’accesso al cibo e, come risultato dei primi due punti, la grande sfida relativa alle crisi umanitarie e ai conflitti in corso. Sono tutti parte di un mondo in cambiamento che necessità più di prima di un approccio integrato che coinvolga governi, organizzazioni internazionali, società civile e settore privato in una vera ottica multilaterale, nel quale la cooperazione internazionale possa concretamente contribuire a garantire un futuro sostenibile e inclusivo per tutti.
